Indian Railway Catering & Tourism Corporation [IRCTC] — No welcome drink served

I started at 6am from ndls and asked for welcome drink which everytime i have to ask for... I dont know why it is not served everytime.. But inspite of asking for it this pantry guy got irritated and misbehaved by saying it is hot and thats why not served. May be he is true but i just fail to understand that if it is welcome drink then it should be served when train starts but it is never done
Kindly look into it.

S4 coach 51 to 54 seats cabin only single fan is working remaining 2_are not functioning.hot climate very difficult such hot climate fans should be function
