Indian Railway Catering & Tourism Corporation [IRCTC] — Not able to cancel ticket and did not get refunded.

I have booked a ticket PNR [protected]. and then I have cancelled it. The status was cancelled in newly opened window, then I closed it and logged out. Again when I logged in the status was booked only, I did same thing as mention above and status was cancelled. Again after few days status is Booked only and journey date is passed away. I need refund for that.

I tried to book a ticket for train number 16787 using debit card.but when I made payment it shows transaction timeout and amount is credited.so kindly refund my money
