Indian Railway Catering & Tourism Corporation [IRCTC] — not providing any information about menu and selling extra food without information

On our journey to Puri from Kharagpur IRCTC vendors sold us breakfast of the following :
1. Bread butter (4pcs)
2. Omlete -01 pc
3. Ketchup - 1pouch
@ Rs 50

Where as the std menu is @₹35 with 02 pc bread+ 01 omlete. But the person did not mention any information earlier.
That too without any bill.
Same issue at the time of lunch also.
I asked for the complaint register but the manager did not bring the same.
Many people in the coach raised their voices but the manager Mr. Shiv Shankar Singh ran away from the site and dissappeared.
