Indian Railway Catering & Tourism Corporation [IRCTC] — Short refund of cancelled ticket

I cancelled above ticket more than 8 hours before departure of train.
IRCTC refunded 50 percent of fare. As per Railway refund rules only 25 percent should be deducted.
I have written to [protected]@irctc.co.in many times but my complaint has not been resolved till date.
