Indian Railway Catering & Tourism Corporation [IRCTC] — tdr file pnr n.[protected] money not refund

Dear all,
I was not travelled on date 01/04/2018, train n.-22419, pnr n.-[protected], because train was delayed by more than 4hour, so i was filed the tdr at tdr filing date: 02-apr-2018 00:55:45 hrs.
But irctc not refund my money and cancelled my request wrong reason given by irctc that, as per chart passenger was travelled, this is totally wrong.
