Indian Railway Catering & Tourism Corporation [IRCTC] — Tdr refund not provided for genuine delay from railways

My pnr number is [protected].

Train was clearly 5 hrs delayed and i could not travel but irctc is failing to refund the amount and tdr shows cr repudiated.
This is pathetic on part of irctc.

Need help to escalate this issue.
