Indian Railway Catering & Tourism Corporation [IRCTC] — tdr rejected for wrong reason

I have filed a tdr with below details, but it has been rejected saying the party has travelled.

Although the passengers havent travelled. Also the train was more than 3 hours late and that is the reason we have filed a tdr and did not travel. Please look into the tdr again and provide the refund
