Indian Railway Catering & Tourism Corporation [IRCTC] — Ticket price deducted both times but tickets not generated

I tried 2 times to book ticket for 29th may to travel from Pune to thane, but both times Rs 96 deducted from my account but tickets not get Generated by saying your bank rejected transfer but money has been deducted total 192 Rs from standard charted bank. I want my Rs 192 back as soon as possible. Very frustrating feeling i am going through, everytime such things happens
