Indian Railway Catering & Tourism Corporation [IRCTC] — train diverted, tdr filed but no refund since 5 months

I have booked one ticket for New Delhi Rajdhani express via PNR no.[protected] but as the train diverted I did not travel, so I file TDR for refund via no.[protected]

but till date I did not get any refund from IRCTC, and every time I call IRCTC helpline they are disconnecting my call by saying transferring the call to higher authority .

I request an immediate resolution on this .
