Indian Railway Catering & Tourism Corporation [IRCTC] — transaction failed refund not received

I booked IRCTC ticket on 7 October but the amount debited and not booked ticket, 07 October to till date, refund not received, i contacted IRCTC but he says the only payu help about this,
After that i contact payu, but he not responding or resolve this issue.
My payment gateway is payu
