Indigo Airlines — Missing of Flight and refund

I booked a flight from Delhi to Srinagar through goibibo having PNR No O7JHUY for 30th june 2017 departure at 15.05 name Sanjiv Mittal and Mobile No [protected] but because of Traffic on the way I missed the flight. Kindly inform me I Could get the refund of money as the flight could not be boarded. So much traffic was on the way to Airport that for almost 1 hour near Airport the traffic jam was there. I have paid Rs 9900/- for the same and even booked meals for the journey. Can you help me to get some amount refunded being a govt employee and for no mistake on my part My email ID is [protected]@yahoo.co.in.
