Individual — not getting the completion certificate

Sir i had purchased the builder floor in safdarjung enclave in 2013. At time of possession i was not aware of the completion certificate and our builder did not the completion certificate from your corporation. I tried hard but the builder did not take the completion certificate and sold all the flat and ran away and now not interested even the phone will not pick when i approach the your agency is sending the notice in the name of builder but builder did not interested and stay in the building.in the meantime 3rd floor owner make the illegal construction on the 3rd floor roof. He is not cooperating and i had already submitted all the documents physically and get the receiving from office. But your officer had stated me that you should apply online when the owner of the 3rd floor is not cooperating how i could i apply on line. So i may request you kindly issue the cc floor wise so that the other people did not feel guilty. I sr. Citizen and retired person i would live my life peacefully being a honest citizen. I am regular tax payer and paying my house tax well in time. Kindly issue the completion certificate to me.
