Individual — Sweeper not doing his/her job

Sir,

We have two trees in front of my house and sweeper is not cleaning the leaves from the road as per him these are our tress and we have to clean it. he is arguing from last 1 year. My father is cleaning those as it should not block the ditch(Nali). Please help to resolve it.
