fake website and fraud products

I had ordered a fossil smart watch from a website called watchcarts.in which was a cash on delivery order and they had delivered it using the ecom delivery express of amazon. When i opened the box it consisted of 3 analog watches by fastrack out of which 2 of them were broken and the website does not open now, hence i cannot place a refund request or i cannot also try to contact them....
