Idea / 3g Network — Without intimation my sim number has given to some other person

I am Santosh , i am having idea 3g net setter modem. On 4th march 2013 i recharge that number with Rs. 599 but i didnt get any data to my Number.
I already call idea Customer Care more than 4times but they are not giving the proper response. When i attached my modem to my system it is saying registration failed. And they are saying, that sim # [protected] already selled to some other person.
