Investors Clinic — Refund against my booking not done

I have made a booking with a booking amount against Unit No.: O-1230 Floor: 12th Tower: BLOCK-E in EON.

I was assured that the property will be delivered within three years. Also the BBA was to be ready within a week.
Now it is almost 5 months and BBA is not ready. As per assurance I need the money back.
The builder says we will refund only when the NOC is provided by Investors clinic.
The company is operating through agents on commission basis and the agents leave within three to four months and then no one listens to your complaints. The telephone numbers are all not working.
