Irctc — cannot book more than 2 ticket between 10 -12

Sir, I booked a ticket from ndls to Ltt, payment done but ticket not booked, after that when i try again for that ticket irctc says you can book only 2 ticket between 10am to 12 per ip adress, but i am not booked 2 ticket in my system and there is no booking history of 2 ticket, What is that this is the problem of IRCTC or other sir i think someone is hacked my ip adress, please help me sir
