Irctc — Half refund on TDR for train running late for more than 3 hours.

I had booked 3rd AC ticket for two persons (PNR No. [protected]) to travel from Delhi to Ajmer by Train No. 12414 (DOJ: 06.01.2015 at 0425 hours). However on reaching the station I found that the train was more than 3 hours late (actually 5 hours). As my father-in-law had expired at Ajmer I made alternative arrangement to travel by bus and filed online TDR on 06.01.2015 at 0351 hours I.e. well before departure of train. But I have received message that Rs 750 are being refunded out of Rs 1500 i.e. 50% amount only whereas I am entitled for full refund as per rules notified by Railways under the category of "train late for more than 3 hours and passengers not traveled". Please refund the full amount of Rs1500.
