Irctc — Overcharging of Cold Drinks and Biscuits

I have purchased 600 ml Mazza MRP 37.00 from a stall of IRCTC at platform No. 3 of New Jalpaiguri station at a price of Rs. 45.00. The stall is besides S4 coach of Down Tista Torsa Exp. The date of journey is 08.06.15 and my PNR No. was[protected]. I had asked the shop keeper for the reason why he is charging extra he replied thats for cooling.The same has happend for Good day biscuits MRP 10.00 purchased at Rs. 12.00 and he did not answered why he has taken extra. My question is whether that stall has the right to take extra money beyond MRP.
