Irctc — refund of waitlisted tatkal ticket

I bookek a tatkal ticket for two passengers from Lucknow to Allahabad for 4/058/2015 in intercity exp. one seat was confirmed and second one was in waiting list. As per rule not confirmed tatkal ticket automatically be cancelled and amount should be credited in the account but I have not received the refund till date.
