Irctc — Ticket is not confirm after one and Half Month

Dear Team I am taking ticket from IRCTC on date 3/may/2015 for on the date of jurny 13/june /2015.at the time of taking ticket my WL is 20, 21, 22.but after one and half month my ticket is in WL -7, 8, 9.and i and my family jurny date is 13 july.pls help to resolve the issue because i am unable to take ticket on the date of 13 july because all train is in WL.My family is suffering during ticket reservation policy.Who is responsible.
