Irctc — train cancelled but money was not refund

sir, i have booked ticket with pnr no [protected] but the train was cancelled in the last hours due to Hudhud cyclone in northern part of andhra pradesh, there is no power for last one week as a result i am unable to contact concerned officials so i request you to refund my money to my account thanking you
