IRCTC/online Ticket Booking — Deduction of amount 1331.50 rs for failed transaction. Want to refund.

I am useing irctc rail connect official app for online ticket booking. But on 20th june 2017 when i booked ticket from chappara to itarsi off rs 1320 3rd ac the transaction showing failed but amount off rs 1331.5 has been deducted from my sbi ac which not refunded yet. I tried to connect with coustomer care but its to hectic all time it saying busy. Plz take fast action on my complain.
