IRCTC/online Ticket Booking — tatakal e-ticket waiting list cancellation

Hi team,

I have booked a tatakal ticket (Sleeper) on[protected] for bangalore to guwuhathi and train number is 12509 but the ticket is in waiting listing and train departed at 11:30 but ticket still it was in waiting list so i was not confirmed and we dint cancel the ticket because network issue but when we logined at 11:30 to portal to cancel the ticket we were not able so we have connected the tatakal chief officer and they told you cant cancel the ticket after the train departures and should be cancel before the prior of train leaves but the ticket is in waiting list i need my money return back and system is not accepting to cancel the ticket. How can i get to refund my money from irctc.
