IRCTC/online Ticket Booking — ticket not booked and money also no refunds till 7 days

I tried to book a online ticket from irctc but the ticket could not be booked but they debited the money. That money is still not refunded in my account after 7 days. Without booking ticket how they can keep money more then 7 days. They can debit the money from our account without even booking ticket and while refunding they need more then 7 days. It is ridiculous. There mistake and we have to pay. How much money they are keeping like this and taking interest on it from all over india!!!
