Ishan Uday Scholarship — not able to apply for the ishan uday scholarship

I am jyotishmita barman.in 2017 i applied for the ishan uday scholarship and my name was selected for the scholarship. But because of some academical problem in previous college again in 2018 i took admission in an another college. So now i can't able to do the process of ishan uday scholarship through online. There is some problem with the system. So if you can then please tell me what i can do now for getting the scholarship. I am coming from a bpl family and this scholarship is very important for my higher studies. I am also preparing for upsc exam and this scholarship is very important and necessary for my preparation. So if you can then please help me for my higher studies..
