Jet Airways — not getting refund of partially refundable flight

Sir/Madam, I, Preeti Silawat, booked airlines ticket for 3 peoples from indore to mumbai (JET AIRWAYS) and mumbai to indore (Indigo ) roundtrip worth Rs.17, 000 through app GOIBIBO on 9th feb 2019. Reason was My nephew has to participate in Open International Karate Championship going to held in mumbai on 17th feb. Tickets were partially refundable. Due to mistake I booked tickets for wrong dates..i.e for 17th May 2019 instead of 17th feb 2019. I tried rescheduling flight but it is of no use. I tried contacting the goibibo but didnt reached to their customer care. So within few hours I cancelled the tickets thinking that I will get half amount and then I will go by bus (because airlines tickets rates were high) but I got nothing. When I contacted goibibo on facebook they told airlines penalties are equal to my ticket charges so I will not get anything. Rs.17, 000 is a big amount and I belong to middle class family. Now because of this I have not taken my nephew to mumbai and he has to miss the championship. When I asked goibibo customer care that if penalty is equal to my tickets charges then why you have put the clause "Partially Refundable", they dont have any answer which can justifiable. Why I have to bear loss. When I have cancelled the tickets within few hours of booking. I dont see any loss of airlines in that. Its me who has to suffer financially and my nephew has to miss the opportunity. When I told Goibibo customer care representative that I want half money back they agreed to waiver their rs.1800 cancellation charges (300each). But when I argued to refund partial amount as per tickets they told higher authority will contact me within 24hrs then got mail from them twice. But still they didnt contacted. Now, they are like talk with airlines they will refund.Kindly help. Airlines are just making fool out of customers. Cancellation cost whole amount then whats the meaning of partially refundable.
