Karnataka RDPR — submitted request for khata transfer from builder's name to owner's name

I have submitted request to transfer name of Khata from Builder's name to Flat owner's name on July 2018 in the following location, Every time i visit the panchayat office, the responsible person is saying it's not done yet. it's almost 8 months, i am waiting for the name to transfer (Khata) to pay property tax.
