Kelly Services Consultancy — Taken INR 60K based on fraudulent job offers and false promises

Few months back, I received a call from a company called Kelly Services Consultancy, offering me some lucrative jobs in abroad. I showed my interest and they scheduled some telephonic HR interview in the very next day. They they took INR 15000/- as registration charges. After few days they again took another 30000/- rupees as background verification charges. I had been given a date for final interview and just before interview, they took another 15000/- as Singapore tax & they promised to refund it back within 30 days. Then I had a very casual telephonic interview and they rejected me.
In the course of all these actions, I lost my 60000/- rupees and my designated relationship manager or anybody from the company is not answering my calls for last 45 days. Whenever I email them by threatening to take some legal actions, they replied with arrogance.
I didn't get any refund of 15000/- till date and they are just keep things delaying and coming with new excuses.
Please do the needful to get my 60000/- back.
