Kerala Water Authority — Unauthorised Connection in my property and water bill arrears on dues.

Iam T.Suresh 69 yr's old, owner of property & house in Thayalamkandy house, Puthuppanam(P.O), Vatakara, 673105.We made a new house in my name in 1995, since we had redugg and rebuilt our well, we had disconnected our Domestic Water connection, which was connected to our old house, prior to demolishen of the old house.Few months back I receiveda phone call from a Staff of Vatakara Water Authority, who was in my house in Puthuppanam, stating that there are some water bill dues and I should visit their Vatakara office and settle it.As I was down with a very serious Eye Surgery(Retino Detachment for which Surgery was done in Aravind Eye Hospital in Coimbatore, I had lots of Bodly and other physical restrictions for few months), I told him I was unable to visit their office immeadiately, more over to the best of my knowledge we had disconnected the water domestic connection more than 20 yr's back.I was surprised and shocked to hear from him that the water connection and arrers he was mentioning was in the name of V.K.Matha, who is my paternal Grand mother who expired in 1980.Since my father who was her only son, predeceased her in 1975, our Grand Mother had gifted her all property to the grand children and the above ansester property was gifted to me, as being the eldest son of my parents.I pay the land revenue tax and muncipality tax etc in my name, Though my medical restrictions are upto March 31st, 2015, some friends in Vtakara advised me to visit Water Authority Office before 31st March, as there maybe rush during last week of March and April 1st week.On my visit to Water Authority Ofiice Vatakara today, since the staff who phoned me was not in office, I was advised to meet an officer in Revenue Dept', on enquiry with him, matters revealed to me was fuether shocking and unbelievable.As per the available records with them, was a Reconection Fee remitence for a Non Domestic Connection on 16/3/2004 and Dic Connection on 3/11/2011, in the name of V.K Mtaha, with No.413.Officer told me that letters were sent to the adress couple of times, Staff visited the house, could not get the whereabout of the people or owner of the house etc.infact my widowed mother was staying in the gouse, most of the time, other than the times she visted her children, including me and she expired on 19TH Dec'r, 2010 in Coperative Hospital ICU in Vatakara.Officer has advised me to visit again during 1st week of April, by which he will be in a postion to give me exactly the total arrears amount due on late V.K.Mtha on the "Surprising and shocking N.D.Connection". Can I clarify the following from you pl'; 1.Can anybody instal a N.D.Water Connection in a house, without the approval of the Legal Owner of the house.. 2.So far we didnot receive any bill or Arrears' notice or notice for disconnection. 3.My late Grandmother, my late Father and myself are all born in Thayalamkand your office claim that nobody around our house could not give details on the whereabouts of any o[censored]s is alrming.It is all the more surprising that they were sending these bills and arrears to a poor lady expired way back in 1980. 4.Law of Limitation etc are not binding for arrears in Water Authority Dept! Even admiting that all steps are as per yr' dept's proceedures, can I request you as a Sr' Citizen to whom should I appeal to wave of this arears, knowing my helplessness in this matter and I can only auure you that I will assist you in aspects to find out who was responsible in doing this henius crime, without my knowledge, even if they are my relatives, as mostly when my mother was ailing and staying there, mostly only my relatives had access in my house, only such a person could have done this, we can jointly fix that person and proceed with actions necessary, including criminal proceedings if necesary.
