Kuvempu University — transcript not received after 8 months of follow up

I passed in 2008 and requested for a consolidated transcript in feb 2018. I had all my individual marksheets and wanted transcript for an evaluation by a foreign body. I paid the fee for the request and then the wait started. I kept calling this person chandra shekhar and he was the most rude person i have ever encountered. He would give me standard responses on how long will this take with all false information.in june, we recieved a call from this person and i and my husband were asked to come to the university with all our documents. On july 4th, 2018 registrar evaluation met us in person and explained that when the university moved from manual ledger to electronic system, my marks were entered against some other student and hence they were not able to find record. Also, university had printed a subject with no marks because of which they declared me as fail. He assured us that the matter will be resolved by july end. I kept following up every 2 days only to get the same standard response. I have a record of every call i have ever made.in september university asked us to send the original mark sheet where the error happened so that they can cancel the mark sheet and issue a new one without the incorrect subject (Letter from university attached below). I spoke to the person after the mark sheet was receive by university and he became rude again that its a government office and things take time. I am writing if this forum can help me expedite the process of receiving my transcript which has been delayed due to no fault of mine.

I believe chandrashekhar and the university has discriminated me on the basis of my language (I dont speak tamil) and tortured me for no reason.
