Not releasing payment for construction linked installment

My installment for my construction linked houing loan was due on 7th Aug but Lic housing finance is not releasing the payment. They say that its delay in process it self and head office at Delhi doesnt listen to them.
This is there internal issue and as a customer i shouln't get charged for the late payment by builder and it should be LIC housing paying the ammount.
These persons at branch dont pickup the phone to respond...
