Mahadiscom / Mseb / Msedcl — Charge for faulty meter replacement

MSEDCL, at their own will, changed about 16 meters in our building on 4/1/2016, including my meter, though my old meter worked without any problem for years. MCB in my house and on the mains have NEVER tripped in the last several years and particularly from 4/1/16 till 23/2/16 during the period the new defective meter was connected.
On 23/2/16, lights started flickering in my residence. Electricians checked and showed me that the Electricity Meter was defective as it was continuosly giving sparks inside. I complained to MSEDC and was told that it would be immediately attended to.
I was then told by EE Mr. Munge/Khamkar that the meter would be changed soon. There was no mention of any charge to me by any of them. When linesmen came to change the meter, they asked me to pay Rs 1500 for the new meter, which is NOT my property. The defective meter was installed by MSEDC, at its own will on 4/1/2016, when MSEDC changed about 16 other meters in the building. This meter being defective, has worked only for hardly 50 days since 4/1/16, when it was changed. Since it is MSEDC property and since the old defective meter has been taken away by MSEDC, I should not be liable & asked to pay anything to MSEDC.

Further, the problem with the meter has nothing to do with no. of electrical load/equipment in my house, because, if the load is exceeded at any time, main & other individual MCB should trip and protect the meter. There was no such incidence of tripping in the last several months in my house. For your information, I being a responsible citizen, I have fixed several 7 W LED lights in my house to keep the load down. Besides, the old meter (till 4/1/16) had worked without any problem of sparks etc. Therefore I am/load in my house is in no way responsible for the damage to the meter. The new meter seems to have a manufacturing defect. MSEDC should look into it.

MSEDC may fix the old (old type) meter (which worked for many years without a problem) back, if MSEDC prefers to do so.

From the above, I am sure that you realize the injustice done to me in charging Rs 1500 and the trouble I have gone through.

I sincerely request you to instruct MSEDCL to withdraw the charge of Rs 1500.- and not to bill me in my next MSEDC bill of March 16.

Hello
My name is Saumik and I am staying in a rented apartment in Kharghar sector 34c.
Recently I faced power cut in my apartment. When I got it checked the MSEB guys said that the meter has malfunctioned and needs to be replaced with a new one. For that they are charging me some 3200.
Mine is a prepaid meter.
I want to know why I should be charged if there is a problem in the meter installed by MSEB.
Kindly help
