Mahadiscom / Mseb / Msedcl — Sending bill without meter reading

This complaint regarding the consumer id :[protected] and[protected] HINGANA S/DN ), Both the meters are located in same farm.
From last 3 years MAHADISCOM / MSEB, not taking the reading and sending average bills / units. Also the units for both the meters are same, and this is not the case in summer but in winter and rainy season MSEB send me the bill with 2000+ Units. means total[protected] units combining both the meters.
We sublimated multiple complaints to HINGANA S/DN but no one came for reading and sending average bills. Every month we submit online complaint still same issue.
Raised compliant from ICRS portal also sent meter photo by email but the reply is as below
"Your bill is not subjected to any revision and it is requested to pay the Energy Bill immediately."
I am ready to pay the bills but I need correct bill with meter image, Previous reading and current reading.
Attached is the actual reading of both the meter and current bill.
