Mahima Groups — Non-attending complaints and regarding monthly maintenance charge

I purchased one 3 BHK Flat from Mahima Group in D-103, Nirvana, Mahapura, Ajmer Road, Jaipur - 302026 (Rajasthan) for which registry has been done in the last week November 2016 and I shifted in the flat in 2nd Fortnight December 2016.
This flat is on furnishing scheme as per the list given (certain modification in the items agreed). Some small items are yet to be delivered even after 3 months. There are some construction discrepancies like water stagnation in bathroom, rain water draining at main entrance not proper. Another big problem is daily basis cleaning of two balconies of our first floor by pigeon from top and impossible to enter into the balcony. Mahima Group should find a permanent solution for removal of pigeon from top floor. Similar problem in my stilt car parking area.
Another issue is regarding maintenance charges of flat which is around Rs. 4000/- p.m. considering even balcony area. In that case, it is the responsibility of Mahima Group to maintain and clean balconies on daily basis or otherwise they must not charge for this area also.
Mahima Group has arbitrarily formed themselves a society namely The Mahima Nirvana Resident Welfare Society without associating a single flat owner name. They also refused to show me the office bearer names and bylaws of the society.
I am ready to pay maintenance charges due since January 2017 but to Mahima Real Estate ant not to this fictitious resident society for which they are not agreeing and their argument that in such an eventuality, service tax would be applicable. Being a responsible citizen, I am ready to pay Service Tax, if applicable, than to hide this expense.
I met several times their officials in the past and even their Vice President, Mr. Amardeep Arora but no solution could be arrived.
I asked them the contact nos. of Managing Director of Mahima Group, but either they have such instruction not to give or this is their way of working.
I had sent a letter to their Managing Director through courier in February 2017 and then sent a mail also last week but did not receive any official reply from them.
Finally, I would like to mention here that Mahima Group must honor all the commitments at the time of booking of the flat and rectify defects in construction plus resolve the maintenance issue on transparent and fair basis and they must handover the society to the residents of the flat owners at the earliest.
