Medical Store — pharmacist compels patients to buy the entire strip of tablets even when they want to buy half of it

I went to "mukesh medical store" on 60 feet road jankipuram extension, lucknow to buy galvusmet 50/500 and asked for 5 tablets but the chemist said that he would sell the entire packet not only 5. Then i went to the different medical store and asked for the same and he refused citing the same thing. On that day i had just 200 rs and the entire packet was of 250 rs so i thought i would buy half of the strip not the entire one. And on that day my father had asked me to surely bring the tablets. I felt so bad. Had i not forgotten to put some money in my wallet it wouldn't have happened but at the same time i was so irritated that right now i'm writing this complain. Is it legal to compel the customer to buy the entire strip if not so then why strict actions are not taken against such issues.
