Melbelkart — I paid online rs.1099/- for a piece of paintings from mebelkart - now no response

I had paid Rs.1099/- for a painting I selected online from Mebelkart. I got a mail saying the painting I ordered is not available select another. I did that and sent the mail. There is no response from Mebelkart. I find this a fake company. They are not returning the money if they can't deliver. How do I raise it in consumer forum to get justice. Are these online thiefs.
