Mobikwik — Amount deducted but transaction failed at IRCTC website

I was booking train ticket the amount was deducted but ticket shows not booked, when I contacted IRCTC received this reply "Please note that TXN[protected] was a settlement-failed transaction for which no amount was debited towards IRCTC. That is we did not receive any payment authorization from your bankers to book the ticket.Requested to please contact to your bank." I contacted mobikwik through help support first they were not ready to accept complaint and denying for any refund then told that if got refund from IRCTC then will refund amount within 7-10 days but till date no amount refunded. Plz get the amount refund.
