Mts Datacard — Worst Service / Speed

I have purchased MTS Mblaze datacard 20 days back. They promised me that i will get minimum 2 MBs speed or will get refund the amount. But i never get more than 250 Kbs speed and they are not ready to refund the amount also. I have raised issue with Customer care, Team lead and Manager level. Still nothing happened about my issue.
