Mts — Mts data card is not working

Dear Sir, I Purchased a Postpaid MTS data Card on 06-July-2015 From a Mts Shop At Rs.1599. But when i used this the Data card have full signal But not providing the speed more than 100 Kbps when i talked about this to retailer of MTS he does not solve my Problem and he told me many times it will be give the good speed after checking but Data card does not gives speed more than that.
