Mts — Postpaid connection barred without any information about the same

My MDN no. is [protected], it is a 3G+ Wi-Fi post paid connection which I took in July of 2014. From the inception, kolkata franchise of MTS called me up and ensured that they will send a representative to collect the bill every month. As I have a business of my own I stay pretty tied up and hence I generally forget the last day of my bill payment so I opted for their option, which they maintained till October and a representative always reached my home and collected the money from my other family members. I never failed on payment. But in the month of November, no one turned up and it slipped off my mind and without any intimation on 25th of November I find my internet disabled. When called to customer care they said due to nonpayment of bill, which is only generated in November, 2014 (which means it is not even 30 days from my date of nonpayment of bill), my number is barred from internet usage. I tried to convince them but in vain that no one came to collect it and to restore my line for sometime so that I pay the bill online as I have no time to go here and there to find drop box for bill payment. But their cooperation is the worst in this world and behaviour is more worse. They didn't cooperate and I had to do the bill payment after reaching office using other net connection. At 1.24 pm, I received a mail with the payment bill from MTS that they have received the payment. But in spite of that my line was not restored and when I tried to complain about the same they always showed cold shoulder and said "there are no complaint cell in MTS". When I tried to get in touch with other officer in charge they said they cannot do anything and whatever I have to say I have to say them, but they never cooperated to what I said!!! I tried to meet physically the Customer Care Servie here at Kolkata, but they did not help me with that saying there are no Customer Care at Kolkata where I can go and meet. In a word, I have never seen any service providing company to be so much illiterate and ill-behaved. They never try to help customers and they always try to put their own point. One of the Customer Care person hung off the phone when he couldn't answer our query.I had talked with Shipra from Delhi (that is what she said), and both the times she was a dumb as a plastic and in no way cooperative. I wanted to put in my complaint but they didn't cooperate at all. I mailed about my complaint at [protected]@mtsindia.in, but no one replied to my complaint or addressed to it. I want an answer to the harassment and disturbance of my work. My queries are as follows: 1. Can a post-paid connected be barred without information in a span of mere 7-10 days from the last date of the bill payment? 2. If the company MTS is engaging a franchise in Kolkata who is bearing the logo of MTS, then is it not the responsibility of MTS to ensure that the personnel comes to collect the bill and if not done can the customer held responsible for it? 3. If any customer has a grudge or a complaint regarding service then is there any cell to register the complaint which will be surely handled and will be taken care of wherein the non-cooperation of the Customer Care Executives are the main complaint as they do not guide us properly and their behaviour is dam bad. The worst Customer Care Executives are sitting at MTS. I really want an answer as my work got dam effected due to all these. Earlier whichever service I took, the Customer Care was always more than happy to assist and there were always ways to sort out the issues of the customer without paining the customer but with MTS I am seeing the reverse, they just want to harass the genuine customers who have less time. If this continues, I want to disconnect my line and go for many other providers who are far better than MTS Customer Service.
