MTS / Sistema Shyam TeleServices [SSTL] — Dongle/ not using it/ informed for cancellation/ bill is generated

I have stopped using mts dongle.
Complained about poor network
Complained about cancellation
No actions taken
But generating bill and sending legal notices.
These types of cases are more and they are making consumers fool.
They customer care services of mts is not responding.
If we are not getting network how can i use my net.
No logic is applied.
