SUB: CLEARING O[censored]SELESS TOILET CONSTRUCTED BY MINISTRY OF REHABILITATION IN 1952
Dear Sir,
We and our family members live in A-Block, Double Storey, Kalkaji, New Delhi - 110019 which was allotted to us by the Ministry of Rehabilitation in 1952. Since these allotted quarters did not have toilets, the MCD had constructed public toilets for the convenience of the residents. Subsequently all owners constructed toilets in their houses and thus the public toilet was rendered useless. These toilets, however, are used by stray passers and also are never cleaned by MCD employees. This is causing serious problem to us as it is breeding ground for mosquitoes and other bacteria, thus causing a serious health hazard. We would also like to mention that these toilets are exactly in front of our Houses and so we are the most affected. The matter was brought to the notice of Chairman, Standing Committee vide our letters dated November 25,1988 & dated April 5, 1999, Shri Subhash Chopra, Hon’ble MLA on July 12, 1999, Shri Jagmohan, the then Hon’ble Minister for Urban Development dated August 16, 2000. Shri Jagmohan marked the letter to Shri V.P. Sharma, Dy.Land & Development Officer, Ministry o[censored]rban Development & Poverty Alleviation (Land & Development Office), Nirman Bhawan, New Delhi. Shri V.P. Sharma, Dy. Land & Development Officer, Nirman Bhawan, New Delhi marked the letter vide reference to letter no. 24 (352)/2000-CDN dated 11.9.2000 to The Commissioner, MCD, Town Hall, New Delhi alongwith covering letter dated 11/9/2000, copy marked to us. The Commissioner, MCD marked a copy of the letter to Additional Commissioner (Health) vide Dairy No. 1433 Dated 11/10/2000. Additional Commissioner (Health) marked the copy to Deputy Commissioner (Central), Lajpat Nagar vide Dairy No. 1774 Dated 12/10/2000. Deputy Commissioner (Central) marked the copy to Executive Engineer (CSE), Shri Ranbir Singh vide dairy no. 11674 Dated 17/10/2000. Executive Engineer (CSE) marked the copy to Assistant Engineer (CSE), Shri Brijesh. Assistant Engineer (CSE) marked the copy to Junior Engineer (CSE) and Junior Engineer (CSE) marked the copy to Sanitary Suptt., Shri Rishal Singh. Shri Rishal Singh sent two persons from Kalkaji for inspection who inspected the site and also admitted that the toilets are in a bad condition, so it could be demolished. The file alongwith remarks returned to Shri Rishal Singh, Sanitary Suptt. who has returned the file to Shri Brijesh, Assistant Engineer (CSE).
A complaint was filed in PGC vide Grievance Number - [protected] dated 25/05/2010. During the course of 2 years, lots of communications were made in PGC between MCD and PGC. On[protected], Assistant Engineer-II & III, Div. M-II, Central Zone, MCD has submitted the reply in PGC vide PGC (Order / File No.PGC/2010/MCD/106) dated 19.12.2011stating therein that:-
“It is submitted that after receiving the requisition by the DEMS department and allocation the budget by the E-in-C estimate has been framed and sanctioned by the competent authority. For the same tender were called and received. The proposal has ben concurred by the finance. The rate and agency has been approved by the competent authority. Work order has been issued vide no. EE (M-Central-II) EE Br.-I/SYS/2011-12/199 dated 19.12.2011, the work is expected to be stated within 10 days” (copy enclosed).
When no action has been taken against the above mentioned reply given in PGC on 19.12.2011 by the representatives of MCD, contempt of PGC order filed in PGC vide Grievance No. [protected] dated 31/01/2012 and Grievance No. [protected] dated 27/02/2012. The contents are as under:
“It is humbly submitted that the work of demolition / removal o[censored]nwanted abandoned toilets constructed by MCD in A-Block, Double Storey, Kalkaji, New Delhi, was to be started by the contractor of MCD within 10 days from order of PGC (Order / File No.PGC/2010/MCD/106) dated 19.12.2011 (copy enclosed).
However, no demolition work has started till date which is clearly contempt of order dated 19.12.2011.
It is therefore humbly requested that necessary action may kindly be initiated against the responsible representatives of MCD / DEMS”.
Against the above mentioned contempt, the engineering department of MCD has given reply which is as under:
“The work order for C o office of sanitary inspector in place of old lavatory block has already been issued. The work is held up due to resistance created by the local residents of the area”.
The local residents of the area has given representation that these toilets are the property of L&DO that is why MCD cannot demolish.
After that the representatives of L&DO department was called for the next hearing fixed on 4.6.2012 in PGC where the reply submitted by Dy. Land and Development Officer (II) stating therein that:-
“A block (double storey, Kalkaji, New Delhi is a `C’ type rehabilitation colony where toilet block were constructed in corner. These toilet blocks were commonly leased out to 104 lessee for their common use. Therefore, this office cannot grant permission for its demolition” (copy enclosed).
After the above mentioned reply filed by officer of Dy. Land and Development (II), the case stands closed in the commission.
It is added that the file and papers are moving from pillar to post but no action has taken during the last 12 years inspite of regular pursuation with PGC and the concerned local authorities.
It is, therefore, requested that necessary instructions make please be given to concerned local authorities for removal o[censored]nwanted abandoned toilets in front of our houses to mitigate our health hazards.

road leading to delhi university from in front of sri ran institute of industrial research , particularly near red light is extremely pot holed and not being repaired.I am stay in 77/9 mukesh nagar gali no 1 sahadra 32 Sir ye road sahadra station se jurta hai aar ye road itna ganda rahata hai ki yaha se aane jane walo se lekar yaha rahne walo tak paresaan hai and Mcd ka jo karmchari jo road saaf karat hai usko bolne pe wo bolta hai jo kar sakte ho kar lo aur aata hai yaha dekh ke chala jata hai
Sir pls isspe karywahi ki jai and sara kura is road se saaf kardiya jai taki yaha se aane jane and yaha rahne wale logo ko muskil dur kiya jai

DEAR SIRROAD BETWEEN ROHINI SECTOR 18 TO OUTER RINGROAD ADJOINING ROHINI JAIL AREA IS VERY BAD CONDITION. ROAD DEMAGE IN SAVERAL PLACES. HIGH CHANCES OF ACCIDENT.

DEAR SIRROAD IN FRONT OF DDA POCKECT 5 (MAYUR VIHAR PHASE-1 ) IS VERY BAD CONDITION. ROAD DEMAGE IN SAVERAL PLACES. HIGH CHANCES OF ACCIDENT.

I am a resident of Palam Colony. The road conditions are worse here. The main raod of Kailsh Puri is in very bad condition. With that there is a major road which requires attention. I haven't seen any repair of the road in last 2 years. On the road many pits due to this vehicles running over it lose their balance on that stretch.
Please look into it at the earliest.

Dear Sirs,
Road starting from HALDIRAM or say A-94/2, Wazirpur Industrial Area and leading to SHRI RAM CHOWK is a very nicely built up in concrete. But when construction work of Nallah on right side was in process, some debris was littered on the road during Dussehra days last year. Since then one full year has gone but nobody cares to clear the debris from the road. All dirty & filthy water has occupied the road. And the road is lying totally blocked on one side. Simply cleaning the road will fulfill the purpose. But I am surprised to see that no Govt. Agency has taken care. Water is logging on the road giving chances for breeding of mosquitoes.
It must be cleared immediately.
