Respected Sir,

My name Arshad Choudary staying at Byculla.I want to complaint regarding people using booster pump in their houses .I had read in the newspaper that BMC had informed people not to use Booster pump anywhere .But Still people in our building use that Booster pump
The Add of people using booster pump is Kas Manzil 1st Floor Roon no 9,10,11,12.chamber lane Byculla (E) Mumbai .N.U .Bhalinge marg.400027

Plz do something since remaining people who is not using pump r not getting water from many days .People from our building had complaint at many places but still nothing happened

Plz Plz hepl us in this matter n collect all the booster pump.from them

Respected sir this is to bring to your notice that many socities around MALCOM BAUG, S.V.ROAD, NEAR JOGESHWARI POST OFFICE, MUMBAI-400102 are making use of booster pumps at the main water supply line as a result creating problems for sincere citizens.This is to request u to please solve the problem as those not using the booster are not getting the water.

    Dear Sir/Madam,

    I have complaint a several times for the open gutter outside my shop to the BMC E WARD office but yet my plight has not been attended. My shop address is as under

    26, AL-Hafeez manzil,
    Clare Rd,
    Byculla bridge,
    Mum-400008.

    I have 2 schools close to my shop and regularly see school kids falling into the gutter. During the Ganpati festival a lid has been installed but it was stollen by night since then my complain has been falling on deaf ears.

    Kindly help us soon.

    Municipal Corporation of Mumbai — Child May catch AIDS at children park at Mazgaon Garden

    Dear Sir / Madam,

    This is to bring to your notice that The Municipal Garden at Mazgaon, Baptista Garden has been redeveloped recently.
    The Children play area is full of damaged amenities. They in such a dire state that one day a Child may die of AIDS. The horizontal steps meant to hang or do pull-ups are of Rusted Iron and are cut due to overuse and now the position is such that it is like a blade to someone who uses it.

    My child was hanging on it and started shouting in pain and I checked to find that the Utility was so damaged that while checking I cut my hand as well. hundreds of people come and play there and easily pass of some disease to another.

    The rest of the park utilities are also of the same bad condition and nothing has been done about it after spending crores on the beautification of the park.
    IF BMC is not responsible, Who Is? Where do we complain and when will the action be taken.
    Please help the Public.

    Dear sir,
    I the resident of E- ward staying at 68/68A Khandia street mehfil chawl Gr Fl. shop no, 6 Mumbai :- 8 request you to undergo my complaint about chocked house gulley and toilets. The house gulley is chocked since last 20 days and toilets is chocked since last 8 months. As I have given several complaints to local chowky no one is turned up to entertain the complaints, as we are living in a very critical situation without bathroom and toilets
    Please do the needful for the above matter as soon as possible.

    STRAY DOG IS DIED OUTSIDE OUR BUILDING. NO BMC OFFICIAL VISITS THE AREA. IT IS SMELLING AND HARMFUL TO THE RESIDENTS .

      WE HAD A THREE STOREY BUILDING TILL 2004,THEN IN SEPTEMBER 2004 THE LANDLORD AND BUILDER CONSTRUCTED THE 4TH FLR ON OUR TERRACE,IS IT POSSIBLE TO APPROACH THE BMC AND GET THE 4TH FLR DEMOLISHED,AS AT THAT TIME AND TILL NOW THERE IS NO PERMISSION FOR 4TH FLR IN OUR LOCALITY.SO SOMEONE PLEASE GUIDE ME.       Plot no 148 Opp jagruti Brass Band, Foman Nagar, Dandpada, Khar (W) Mumbai -52. is a two storey building. Currently the landlord along with a local builder is pursing to construct illegally 3rd floor.
      Our building has already developed cracks in the walls, though all the tenants are objecting to the said illegal 3rd floor construction, the landlord has decided to go ahead with the construction.

      Dear Sir,

      This has reference to the Illegal Construction built by Unknown Person in the night two months back,on Pavement in front of Amar Industrial Estate, Sakinaka, Mumbai 400072.
      The society has already lodged complaint to Municipal Commisioner, L ward Officer. We have already explained to the Ward Officer aand asked for the details under RTI ACT.We have not received any explanation. To our surprise, the concerned officers of L Ward asking us to remain quiet for this year that is till March 2012 for the reasons known to only them.
      We expect that Municipal Commisioner should look into this matter and not only demolish the construction but take stern action against the Officers of LWard BMC Office.who join hands with such law breaker culprits.

MUMBAI authorities dated on by letter & Online 14 march, 22 march, 30march 18april & today 25 april about illeagle construction by Iqubal chaudhary plot no. 33 line-S Room no. 1 baiganwadi govandi mumbai 400043.This person making his room 3 floor, 2 floor work complited & now starting 3 rd floor work.this construction is dangerous it may colleps any time.So take action & demolish this construction.Demolasion was nomaly done dated on 15/04/2013, but he started work dated on 17/04/2013.

      There is illegal construction (Without BMC Permission) has taken place in Swastik Welfare Society, Gokul Nagar, Akurli Road Nr. Pal Rajendra School Kanivali East. Here they are making ground +1 and height is too high which not comes under the norms of BMC.
      I hope you ll take action ASAP.
      We are resident of plot no.-33 nr old bus depot baiganwadi govandi mumbai 400043, We was complain many time about Iqbal chaudhary .He making his room situated at plot no.33 line-S Room no.-1 baiganwadi govandi mumbai 400043 without any permission of BMC 1+1/2+1+terrace this work is near about completion but no any action taken by BMC.We again request to take action immediately.

        I work in Aram Nagar - 2, Andheri (W), Mumbai. The entire area is filled with mud. It is sheer negligence of BMC to leave the area like that while workers and residents have to swallow grams of mud every day. When will we understand our duties as citizens and organizations. This negligence is simply shortening the lives of hundreds.

        We are the Members of the Amit Industrial Estate situated at Parel Near Gandhi Hospital Under F/South ward of BMC. We have been stoped water supply since 10/02/2010. We have wrote several letters and reminders to the F/south ward officers and Enginners oF Water Depatment. But still since somany day, letters n walkins at the Dept. we are still helpless and with out a drop of water. Even the Drinking water supply is not their. We yet dont know the reason and the solution towards this...! Kindly let us know how shall we go forward and what we should do further.

        I am residence of kurla (w) belgrami road sidh mahal bldg, L ward would like to bring to your kind notice that there is some work goin on pipeline the mud has been dug out.
        as the road is small and mud is keept at the side of the road from 8 days its has become very difficult for us and shopkeepers to manage.we requested each laborers and contracter is no where around but realised that our words feel in deaf ears.bussiness is been ruiend for shopkeepers the mud is causing lot of problem so please come into action and relea[censored]s.
        its difficult for residence to get in and out of the building as mud is kept in the way. its a mount of mud and the dug is 10 feet deep.there is no contracter or supervisor around.now the work has been stoped due to pipeline is bustered.all the filthy smell and mosquitos are caused due to iat.and even the mud is at is own place, even the mud is wet which causes again germs and mosquitos.there is a Doctors dispensary and a Medical shop so patients face lot of problem please take some action who so ever concern and remove that mud.

        I residing at kurla (w) siddhmahal bldg. Sir, in front of the Bldg. there is dranage pipeline wok going on and the road has been digged, first some workers came and started digging the road then suddenly MANSE kariyakartas came and stopped the work because there was no space for parking their VEHICHELS. The work was stopped for 8 days suddenly the work started and all mud was thrown in front of the bldg. gate and in front of the shopkeepers were there is no space to even move from there. After requesting the workers for picking up the mud the workers didnt listen after some shouting they brought some trucks and started digging and put the new mud in the truck int he trucks. Sir after that it is 8 days the old mud is on the road only no body is bothered to pick it up the contractor is not ready to visit the site. Sir kindly take some action as early as possible because we all residential and shopkeepers are facing a lot of problem. The contractor nor the BMC NOR THE GOVERNMENT IS going to pay the losses of the shopkeepers nor the residential. This shows That if MANSE kariyakartas came say anything that listned on the spot because otherwise they take agreesive actions, but if a COMON MAN requests no action has been taken.         I have made complaint several time about a nursing home in my building named "Jaiambe" nursing home using water supply of society, even society secretary help nursing home to give water as a use of resident supplier not as a commercial supplier, and even supply of water three time a day, and they supply other member twice a day, reason insufficient water supply from b.m.c. Even they cover illegaly society space covered, we complaint to secretary, he started using bad words, and try to beat society members.

        So u are requested to do the needful as early as possible.

        Sir this is to inform you that i am staying in yari road swapneel nagar ghanekar compound, sir the condition of our chawl is very bad it can collapse any time, we have given written complaint to B M C andheri but no action was taken till date, yesterday one big block fell on the ground luckily no one was injured, but we are staying in high risk, please send somebody to check on this.
        We residents at Manish Nagar Four Bungalows, when we need to cross the intersection
        between the inner lane and St Louis Convent Road, have add to walk over a permanently overflowing effluent waste water. Besides causing immense hardship to all who use this road, residents are quiet because of the local thugs who control the stretch. Numerous complaints to BMC have been of no avail. Will some person in Authority who reads this request intervene and resolve this issue.

        It was regarding for garbage in Vijay Apartment (Annex) Building. We are already inform front building to remove the garbage but they are not taking any action regarding for that garbage. That garbage is belong to front building the repair work going on front Building the name of that person is Mr. Javeri. We are already in in front building manager Mr. Chetan. But they are no response and we are also inform to Mr. Jhavri but he is also not removing the garbage.         Subject: Unauthorized Enclosure of Garage space in the above society premises
        by occupant of Flat no. 602, in M West Ward.

        The complaint dated 5/9/2010, and handed over personally to DMC on 13/9/10.

        Sir,

        As per the verbal direction of DMC to the Ward office to AE(bldgs.& factories)the unauthorized
        enclosure was found removed for about seven days but the same has now found been re-erected by
        the occupant.

        In this process the pillars of the Garage supporting the Building structure have been damaged.

        DMC Zone V is kindly requested to direct the Ward Officer to get the same demolished and to remove
        the materials to the Ward Office to prevent it re-erection. In this connection it may be stated that the
        occupant is an unauthorized occupant of the Flat no. 602 and the Garage premises referred to above. If
        deemed fit MRTP action may also be initiated against the occupant, for this unauthorized enclosure.

        Matter of concern

        When we lodge our complain with you some loyal employee of your department informs the occupant
        and the occupant immediately removes the fence and keeps the in the Society compound. When your
        official visits, the garage is without the fence.

        To avoid this situation and to protect from further damage of the pillar and endangering the building
        structure we request you to forward us your personal Email so that in future if required we will lodge
        our complain directly to you with photo graphs.

        Hello Sir,

        I am a resident of Mira Road opposite to Thakur Mall near Pandurang Wadi, i really had a request regarding the garbage.

        I dont see any garbage truck coming to pick up the garbage, i would really request you to please send the truck daily and what ever charges are there it should be charged to the people staying there.

        I am requesting you because there is only one way to pass from there and the rubbish is lying at 2 places and the people they throw the rubbish there everyday, but no one comes to collect the same.

        I would really appricate if you can undertake my request.

        The subway at Haji ali is sheer dirty and stinking, people sleep there and treat as their houses, they spit on the floor on the walls also..it is very difficult to use it.STINKS is not the word .Do you ever visit it?Yes, I see your staff come and sweep but whats the point, either don't allow anyone in there to sleep or sell goods.Its high time some one took an action and kept it free for us to use it.the sewers stink and there mosquitoes and flies hovering it is flowing the water with all the paan spat etc..Its utter disgusting.Heaven sake either shut it down or take strict actions.

        Many times I have come across One person who always collect daily bhada from the poor hawkers, who cannot even make their own daily earnings.

        The person shouts and fights with the hawkers saying that "Tumara jab Municipal Gaadi aati hai aur tumara mal lekar jaati hai, tho kaun chudata hai, kaun Municipality walo ko paisa khilata hai". Sir, it is just a disgusting to hear these words from that fellow.

        It looks very cheap. Kindly keep a watch on the person, where the hawkers sit at the outlet of Platform no. 8 of Borivili station (West) at evening 6.30p.m. to 6.45p.m. A lady is selling fruits next to pani-puri stall and wada-pav & bhajia stall.

        On 12th January 2011, I and my friend was eating pani-puri, in front of Nokia shop, a fellow looking smart but still his attitude did not suit his looks. He was continuously grumbling and shouting at the fruit selling old lady and the lady was continuously crying saying, "hamara abhi tak dhanda ka survat nahi huva tho iska paisa mangana suruvat huva ".

        First thing, Is it right that Municipality take bribe. I know the hawkers are wrong because they are unlicenced, but what about the person taking bribe and spoiling the name of the Municipality. Kindly take immediate action, otherwise the Muncipality will be under Consumer Court and the dalal should be given heavy punishment from the police.

        The action against the concern parties not taken even notice U/S 381 BMC Act issued and the period more than two month is over. By not paying the proper attention the condition of Flat become worsen and deterioted and damages day by day. Pl. instruct R-ward Central, buildig And maintainance Dept. to do the needful at an early date.
        After so many complaints to the concern authority against illegal construction at Room No.3, Ram Niwas Pal Chawl, A.G. Link Road, Sakinaka, Andheri East, Mumbai 400072 Near Tilak Nagar Bus Stop, which comes under B.M.C L ward & Sakinaka Police Station by Mr C.P.Prajapati & his associates by his MONEY POWER...

        VERY SHOCKING THAT THERE IS CASE BETWEEN B.M.C. V/S. MR.C P. PRAJAPATI FOR THIS ILLEGAL CONSTRUCTION AT CITY CIVIL COURT, MUMBAI CASE NUMBER 1723/2009 STILL HE STARTED SAME ILLEGAL CONSTUCTION AT THE SAME PLACE.

        we are residents of Hari Buildng-Dr.Batliwala Road-PAREL.Mumbai-400012.A Mobile Tower has been fixed by the landlord without taking permission from the residents.(H M JEWELLER -Hasti Mal is A NEW LAND LORD.He bought the buildng from the trust in 1992.Can he buy the trust building?He is still issuing the RENT RECPT>in the expired persons name.He has been notified for the same, but he is asking for the money from the legal HEIRS.After taking over the buldng he has taken money from shop owners to bring down the flooring for making the lofts in the shops, this has weaknd the strength of the buildng which is 80 yrs old.He is not afraid of anyone saying he has BOUGHT OVER EVERY ONE IN BMC & POLICE.We who are born in this buildng & staying since last 55yrs have got no say because he is capable of calling GOONDAS, &givng bribe to police-bmc-politicians.PLS TAKE ACTION other wise we will be sure that you fellows have taken money from him.Pls help us.

        In the morning hours 8'o clock to 10 o' clock everyday there are 40-50 people are in queue, 7 doors of men lavatories are not available.

        I am Advocate and my relatives residing at 54, Nishanpada, Dongri, Mumbai-400 009. I found that the entire lane filled with dirt removed from the drainage and entire lane stingy and smelling very badly. Besides I found the Noor Masjid with people going to Mosque from the same lane holding their nose tightly closed. What's the Corpn doing? It is a health hazard and spread of epidemic. Well, I presume that the Corpn primary duty to look for health factors for the public, when such open filth and dirty languishing in the entire lane. The rainy season aggravated the situation. I, think the Corpn must be held responsible for health hazards and unhygienic conditions.

        My warm regards to you, myself Suresh S. Karkera would want to ask you a question, “How would you feel if your family suffered in pain and agony every day riddled with diseases and you even though knowing the cause of it, could do nothing?”, well Sir that is the phase that myself and the residents of teli galli, latif mansion, Andheri (e) are going through right now and i am seeing my family and fellow neighbours suffer with diseases and agonising pain day in day out due to the contaminated drains in our area.
        I am a humble citizen of this nation who pays his taxes and earns the bread and butter for his family, beyond these issues related to power and politics are beyond the nature of my understanding and interest. But i pray for well being of everyone and shall take all the steps in my capacity to ensure that my family and friends shall be in good health. The drains in our area are overflowing with faeces, urine, garbage, rats(dead and alive) as well as all the possible ingredients for an epidemic. People here are already suffering from diseases such as diarrohera, malaria, jaundice, typhoid and food contamination just to name a few.
        We had written several letters to the authorities concerned but are yet to receive any reply or relief. Respected Sir I kindly request you to understand the sensitivity and immediacy of the situation and request you to take an immediate action on this sensitive and grave situation that we are in.         The Pathnawadi Bus stop and foot path on theWestern Express highway is very dirty and stinkingand as a result people stand on the road thus causing a traffic bottleneck.Also on the other side of the road can something be done to remove the pavement dwellers opposite to sai baba mandir road.They have been removing the pavement blosks for their shanties and tents and cooking and the footpath is terribly stinking as it is being used as a public toilet by these people and their number is gradually increasing.if it grows at thsi rate there will be a day when BMC again has to put in lot of efforts to again remove them.This is terrible loss to BMC as they have laid a nice footpath which is alreayd in ruins in just an year

        BMC — negligence of duty

        Last month 2 puppies were picked from my building sagar park in ghatkopar (w) by dog catching team of Mr. Parab( Dog control squad - mulund), on enquired by me they told me that they are taking them to IDA in govandi and will drop them in 4 days. I was in follow up with IDA that they be dropped back to my building without any harm. I met MR. Parab and after assurance from him and inspite of taking Rs 500 from me they dropped the puppies to other location and went away. now after my repeated complaints to Dog control squad on [protected] and Mr. Parab on [protected] they are not dropping the puppies back to the building as the puppies are being harmed by the stray dogs. So please look in to the matter and take action against the guilty.
        ILLEGAL FISH SELLING BUSINESS

        Dear Sir,

        This matter is regarding NM Joshi CHS, Gawan Pada, Mulund (East), Mumbai – 400 081 (T Ward), which is a total residential area / building. The tenants of Mr. Raju Palkar, N.M. Joshi CHS Ltd., Building No.3, A Wing, Ground floor operate a FISH SELLING BUSINESS from their residence. This business has been progress since a very long time. However even on repeated objection from Society Members and numerous complaints to the MCGM – T ward this matter has not been solved. This business of selling is operated on Wednesday, Friday & Sunday in morning time. Further to this we would like to inform you that, this makes a surrounding area very unhygienic, attacks a lot of flays, make the area dirty due to melting ICE and there is a very high smell.

        I say that the above activities are illegal and that the tenant are carrying the activities without obtaining the necessary permission/ licenses from the appropriate authorities.

        I, therefore request you to instruct the officers concerned to take immediate steps to ensure that such illegal commercial and illegal activities are stopped with immediate effect and necessary action taken against the tenant.

        hi,
        first of all i had previously written about broken gutter covers on this site, which got replaced in some parts. so im glad someone listened, but i want to say bmc that our basic problem has not been solved. we still have blood sucking flies everyday in the evening no matter how much we keep the windows closed. though we wish to ventilate our house by keeping windows open, it is a bit of a health risk to do so.
        as a tax paying citizen i request bmc to not just replace gutter flaps but solve the problem of flies.....where do the come from ......from stagnant water in naala in juhu/ beach area.......or dirt all around which is never been sweeped of...( i have not seen a sweeper in the morning who cleans the road)....or any water logging around area.....pls help us....................because we dont want the flies to keep sucking our blood.............this is the least u guys can do.

Map up to 3rd Floor, but the building having 4th floor constructed illegally, The building is 35 years old and Inspection & structural reports indicates abouts the rusting beams And alternations. The majour repair not done & there is possibilty of collapse due to heavyness, Why no attention is given to such intimation? Are authority is waiting to collapase and then rush to pay attention. Pl. give priority to this and give instruction to R- Central ward, Building& maintaince dept. To do needful at an early date.Sec.488A to vacate 4th floor people, Sec.347, 350, 354 of B.M.C. Act r/w sec.352(i) are applicable.
        I would like to bring to the Authority that no action has been taken against, though Notice U/S 488 issued to society. The Agreement for sale of flat No 402 itself reflect the fact that the building is allowed to construct up to 3rd floor.Why R-Central ward keeping silance? get all Documents of occupation from 4th floors occupants for verification and take action U/S 488-A to vacate the premises, so as to avoid immediate collapse.

          This is to bring to your notice the apathetic attitude of the bmc towards regular commuters at goregaon station (west)-specifically the pedestrian bridge. Due to construction work in that area stones and gravel have been placed right at the entrance or start of the gridge because of which we have to climb this mountain in order to reach the other side. And some one or the other is bound to fall or get a sprained foot becasue of this. Its really disgusting and the icing on the cake are the steps of the bridge which are broken and muddy. I myself have had a nasty fall landing up with several bruises. If the bmc really wants to earn our respect then you can start by resolving such matters.

            I'm adv. Iva Bansal. I have registered various e complaints for the areas of lokhandwala joggers park , lokhanwala back road , lokhandwala as well as the area of patliputra nagar are in urgent need of the attention of bmc . It has been years that the bmc has on its own taken care of the excessive mosquittoe problems and the areas mentioned above are now infested with mosquitooes as well as other insects which are dangerous health hazard for children as ell as adults. despite numerous complaints and telephone calls no one has taken action for the same. the joggers park of lokhandwala back road(sunil dutt park) is responsibilty of bmc so long as it is creating and den of a disastor waiting to happen.plz look into as soon as possible.

              Dear Sir,
              We have one shop at malad-east, Opp Georegaon Sport Club, Link Road, area named of Nisha Palace and shop no is 8, We purchased from main property ownes and we are doing fabrication business.

              One big hording are installed by private person with help of your organisation office, because this hording are installed in between wall of two shop, due to hording colum wall are damaged and we lose more than 6 lac in last rainee.

              Some time we got out station work and that time this hording installed with out my permission and last week we asked in RTI for same, your officer reply that we do not want your permission and we are not responsible for rainiy water.

              Sir, kindly tell me that in private propery how can your officer allowed for installetion with breaking of exiting wall?

              Now this officer allso told in RTI reply that we will give permission for improv of height from 40ft to 70ft, in private property (shop) and exiting wall will be break and new colum will install without my permission, are possible? because 40ft and 70 ft colum required different size

              that means your officer are un knowledebale or may be un educated

              The FOOD is an organization promoted by flat owners of Dahisar and more than often the aim of organization is similar to what a common tax payer Mumbaikar residing in Suburban Mumbai would like to attain.

              For reasons beyond our control the organization could not focus on this very serious issue (of captioned subject) and candidly admit having not received or come across any useful articles of writings or G.R. or orders and decisions taken by concerned competent authorities and yet being well aware that the flat owners / purchasers of this part of Mumbai Suburb is likely to be hit directly and very harshly we first draw your attention to some basic facts :-

              a) In view of scarcity of land having potential to build residential dwelling units on massive scale – which fact is well known and admitted and acknowledged by one and all including executive authorities – and thanks to popular measures – hitherto – adopted by all the ruling and opposition political parties – more than 4 million slum dwellers have been successfully settled, resettled and / or rehabilitated or shall be rehabilitated usurping the precious land that – could have been made – available to build legal and approved multistoried buildings.

              b) If the Town Planning authorities ever thought how and why Mumbaikars are spending their life time savings by neck deep borrowing to purchase as small flat called a one room kitchen adm. 375 sq. ft. area situate as far as three km. from railway station in distant suburbs like Dahisar, Borivali which dream house could cost not less than Rs. 25 lakh ... just because the Mumbaikar tax payer can afford ... when they and all those who think similarly are cent percent wrong.

              c) A young working couple earning about Rs. 30, 000/- per month which again is not a certainty – burdening themselves with home loan to the extent of 85% of the cost of flat making them liable to pay EMI o[censored]pto Rs. 16, 000/- per month just because they desire to have a decent flat in a decent area that happened to be within the jurisdiction of Mumbai city and suburb should serve as a wake up call to you and all high powered authorities for simple reason that here on one side comes Slum Rehabilitation Authority so that slum dwellers could be settled rehabilitated and have a decent living standard matching that of rest of Mumbaikars and here on the other side a Mumbaikar himself buying a flat causing entire life savings to drain turning to a dead investment and as if the liabilities were not enough now comes higher assessment tax that becomes payable for purchasing the flat at the highest rate - -- which is unjustified and unacceptable.

              d) Have you, your officers and Town Planning authorities afforded quality time to know why a flat in Dahisar that should have cost not more than say Rs. 25 Lakh for 700 sq. ft. area 2 bedroom apartment is costing more than Rs. 60 Lakhs? What rates has gone up? The building materials? Labour charges? Damages (read corruption)? Or just scarcity of land?

              Our study indicates 99% of purchasers of flats in Mumbai Suburban area are original Mumbaikars and not outsiders.

              Despite this the year wise average market rates for residential flats in Dahisar area are as follows.

              1995 ... @ Rs. 1750/- PSF ... Rs. 6, 56, 000/-
              2000 ... @ Rs. 1900/- PSF ... Rs. 7, 12, 000/-
              2005 ... @ Rs. 2200/- PSF ... Rs. 8, 25, 000/-
              2007 ... @ Rs. 2750/- PSF ... Rs. 10, 30, 000/-
              2010 ... @ Rs. 6750/- PSF ... Rs. 25, 30, 000/-

              The above tabulation suggests that ditto 1995-96 the sudden boom in the real estate market have gone sky rocketing since 2007. Why not appoint a commission to find the facts and reasons behind such unprecedented surge in the real estate market? The truth will come out in black and white and the authorities such as yours shall be forced to rethink twice before linking the Greater Mumbai’s capital base value which in turn is linked to true market value determined under Bombay Stamp Rules, 1995 and the assessment tax that becomes levy-able accordingly.

              e) Does the executive authority believe the income of Mumbaikar Tax payers have gone up in proportionate to the impending capital based assessment tax that could become payable in respect of flats in the new buildings? Or the repayment capacity of ordinary Mumbaikar has multiplied matching the real estate boom?

              It is evident that in the year 1994-96 and the current period since 2007 till date – the rates have touched an all time high and if we the tax payers demand an explanation or rather justification as to why affordable housing units are not made available to Mumbaikars then the onus automatically is on the authorities like you viz. the BMC and Maharashtra State Government to answer to those questions. Instead we are asked to pay higher tax for buying a flat which is unaffordable by any standards.

              The plain truth is also that the government or municipality failed to provide sufficient dwelling units on ownership basis and allowed precious land to be grabbed by the slum lords due to utter lack of planning.

              f) How could executive authorities ever could imagine that a person buying a flat for sum of Rs. 50 Lakhs which in reality ought not to cost him more than Rs. 25 Lakhs is capable of paying higher assessment taxes? Why not gather data from reputed builders who have sold flats by ‘full cheque’ payment?

              99% of purchasers have secured home loans.

              That means, a flat worth Rs. 25 Lakhs in Dahisar is worth Rs. 75 Lakhs thanks to flat purchasers over straining themselves to their limits in terms of borrowings.

              Kindly read and know the facts from grass root level like our organization. Flat purchasers are not rich Mumbaikars and paying the price to be in India’s most western and modern city to his likings and striving to stay amongst a decent residential building they thought they could afford.

              We dare BMC to publish a series of advertising in News papers and electronic media informing the very high assessment tax these flat owners may have to pay ... and see for yourselves the difference it will make. The real estate market shall come crashing down. The high end properties shall starve for fit buyers. The flat purchasers shall weigh every available option before purchasing flats in huge towers having astounding amenities which he never thought shall spur the assessment tax in multiples.

              Yes – you are wrong Mr. Municipal Commissioner. Flat owners are totally unknown of what lies ahead and none of them are in fact interested to know, because they trust this system. A person paying Rs. 1, 800/- per month for occupying flat adm. 650 sq. ft. carpet area shall not be mentally prepared to pay Rs. 6, 000/- per month for occupying 900 sq. ft. carpet area in a building situate next to his building.

              Now coming to more serious business ... objections to capital based value systems.

              a) Who decides Annual Statement of rates for determination of Stamp Duty? It’s Town Planning (market value and stamp duty). The Chief Controller of Stamps – in turn – publishes annual statement of market rates. You ought to know and peruse the provisions of Bombay Stamp Rules, 1995.

              The Sub Registrars is required to furnish the information to Inspector General of Registration based on the transactions and documents registered with him for the purpose of preparation of annual statements of true market rates whereupon the annual statements of true market rates shall be published.

              Now the million dollar question is – how come the residential rates of say Dahisar and Borivali could be compared and / or taken as true rates if the transactions are very few or negligible in one of the most developed area vis a vis – under developed / developing area ? Read this!

              True market rates for Dahisar area as per Ready Reconer published by I.G.R. Pune are as under :

              A glance and comparison of rates amply indicates that the rates are much below than what is actually prevailing market rates. Further the rates at Dahisar (West) is higher than one of the prime area viz. between L.T. Road and Devidas Lane (surrounding Prabodhankar Thakre Theatre).

              The glaring disparities are not only annoying and eye catching but also suggests that the stamp duty department particularly Town Planners (market value and stamp duty) are not doing their jobs properly and going by mere book rules which is – as in this case evident – affecting the flat owners at Dahisar.

              As per Article 243 w of Constitution (seventy fourth amendment) Act, 1992, the power authority and responsibilities of Municipalities are clearly set out therein which inter-alia says ...
              (a) (i) The Municipalities with (such) power and authority to enable them to function as institution of self government may contain provisions with respect to ... the preparation of plans for economic development and social justice; ...”

              Read further the description of property tax as contained under section 140 of MMC Act, 1888 which refers to inter-alia a) Water Tax, b) Additional water benefits tax, c) Sewage tax, d) General Tax and e) Education Cess.

              Without going into the details of ratable value and residential letting rate that concerns us as flat holders – most and direct – it was indeed time to adopt an entire new concept to determine the actual property tax that became due and payable particularly when flat holders of South Mumbai staying in a plush apartment is compared with 10 to 20 year old apartment situated 2 km from Dahisar / Borivali Railway Station.

              When an NCPA apartment was sold @1 Lakh p.s.f. it made headlines all over print and electronic media. Bouquets received ... brick bats were bound to be expected.

              Has BMC ever undertaken a detailed study who what and how the real estate prices are determined, or, automatically decided with fewer land holders in possession of acres of lands allowed to go scot free, without any control, effective or ineffective ULC Act would have made – had it been implemented honestly and bonafide?

              A purchaser of a flat situate in Dahisar / Borivali adm. say 700 sq. ft. carpet area in say – 30 storied tower – acquired by purchase for sum of Rupees - say – 70 lakh – viz. @ Rs. 10, 000/- p.s.f. of carpet area is deemed wealthy enough to pay to BMC Rs. 5, 000/- plus per month by way of property tax although a 30 year old building very next to said tower dwelling similar size flat could be purchased for sum of Rs. 35 Lakh @ Rs. 2, 500/- p.s.f. of carpet area. The market value for stamp duty purpose could be less than Rs. 25, 00, 000/- and if you desire we could furnish you many such examples which shall keep you guessing as regards actual and prevailing market rates.

              Howcome BMC is empowered to determine the latter as genuine transaction and not involving black money?

              The latter continue to pay Rs. 1400/- (max.) @ Rs. 2.00 per carpet area and former shall be liable to pay @ Rs. 7.00 p.s.f. of carpet area because it is so provided in the capital value based new property tax structure / slabs.

              Why a flat holder should pay 2 to 3 times higher property tax to BMC for purchasing a new flat in a tower for payment made entirely by cheque?

              Further, if BMC arbitrarily deems it fit to levy such property tax, and in the event the real estate market rates crash in a couple of years – say by 40% - as it’s rightly feared by pundits – shall the BMC accordingly lower the property tax amount immediately?

              The answer – we know – is strict NO.

              Then why take the current market rates as true market rates as basis for capital value base system to determine property tax?

              If the BMC authorities are convinced that the new tax structure is indeed justified, then we beg to differ.

              a) A person buying a flat in Dahisar for Rs. 70, 00, 000/- is not a rich person just because he could afford to buy it ... and it is incorrect to say he therefore could afford to pay 2-3 times higher property tax.

              When there is an acute shortage of housing stock, and a person after living in this cruel city for over 4 decades working 12 hours a day non stop finally calls it a day, deems it is time to enjoy the fruits of his labour and purchases a decent dwelling home situated next to his old building, you can’t separate him from others and ask him to pay higher BMC property tax which shall burden him in the remainder of his life ruining his plan of enjoying being in a dream house. This is not a sentimental stuff. We dare you - the BMC to come out with ideas to provide residential flats at reasonable rates in far flung area like Dahisar and Borivali. If BMC can’t provide affordable housing then you should not make affordable housing turn unaffordable just because people are buying decent flats.

              MHADA has exhausted its land holdings and dwelling units stock.

              M.S. Govt. has repealed ULC Act 1976 and since then not come out with a single enforceable plan to provide flats to Mumbaikars who just are pumping their life time savings into buying a decent home.

              Private builders have caused havoc ... a building in Mira Road (Lodha Aqua) is declared to be situated in Dahisar ... An apartment in Thane – Ghodbunder area – about 7 km from Thane Station – are offered air conditioned flats and swimming pool for men and children - giving impressions that all flat purchasers are ‘elite’ persons.
              How untrue. Could you visit a project at Mira Road (East) called Broadway Avenue constructed in the year 1990 or thereabout with provisions for swimming pool. Entire Mira-Bhayander area is still starving for potable / tap water and you could see the swimming pool turned into a pond with frogs and toads making merry for finding a new urban jungle! Now if you thought providing swimming pool was a gimmick? Then you are wrong. The flat purchasers never asked for swimming pool but thought if a swimming pool is provided then how come water shortage shall be there? And many purchasers purchased flats. Our study indicates those who purchased at the rate of Rs. 600/- p.s.f. sold the flats 8 years later at the same rate!

              b) If BMC authorities agree that the determining property tax on the basis of capital value is correct, then let BMC have open meetings, with flat holders all over Mumbai city and suburbs to know why they would not like to pay Rs. 70 Lakhs for an apartment which in reality ought to be worth not more than Rs. 35 Lakhs, and what compelled them to this extreme step to pour their entire life’s savings to buy a decent house?

              Imagine what if following two measures are announced by M.S. Govt. ...

              - Raise the FSI from 1 : 1 to 1 : 6; -
              Make it mandatory for builders to build smaller flats of les than 300 sq. ft. carpet area and it be allotted thro MHADA ... the market rates shall come down by 40% and this time you shall agree with us.

              - For more than 2 decades we have not witnessed coming up of any Mega housing complex such as Yogi Nagar at Borivali, Gokul Dham at Goregaon, Anand Nagar at Dahisar ... why?

              While BMC, ... M.S. Govt. and Central Govt. have failed ... to provide affordable homes on one hand – Slum dwellers are declared legal tenant, (project affected persons) and provided decent flat which is free of cost; and other hand, the LIG Mumbaikar after years of hardwork turns MIG and then HIG ... and when he dreams to buy a decent home you come out with fantastically cruel ideas.

              Virtual No tax (20% of tax) for slum dwellers for 10 years ... and upto 300% more tax for new flat purchasers. Is this social justice?

              Not a single slum dweller has ever come on the street demanding they be resettled and rehabilitated in a new multi storied apartments, yet SRA is set up and they are pushed into multi storied buildings.

              Not a single flat owner / purchaser who is capable / desirous of buying a 700 sq. ft. carpet area flat in distant suburbs like Dahisar Borivali has purchased / shall purchase new flats with notice and knowledge that they shall have to pay upto 200% or 300% higher property tax to BMC.

              This letter albeit – very late – is an eye opener to BMC.

              We represent the Mumbaikar Flat Owners who are reluctant to even write a few lines in protest against proposed higher BMC property tax ... but when harsh facts – descends unto them and they realise what they shall have to bear with, disputes after disputes shall be made, litigations shall follow ... but most importantly and unfortunately – they shall suffer silently and wonder why out of 150 million Mumbaikars only few thousands are identified, set apart and punished for their desire to live in a decent apartment which was their fulfillment of long cherished dream and finally wonder why none of BMC officer ever tried to understand their side and in fact betrayed them ...?

              If BMC hikes property tax then – the Mumbaikars shall suffer at the hands of few Mumbaikars.

                My Daughter was born on 15th October, 2009 in one of the private hospitals in Andheri (West). I have done about 3 rounds to the municipal office inquiring for the birth certificate. They keep telling me that the records are not updated.I have last inquired just last saturday ie. 02.01.2010.

                    Dear Sir,

                    This is to bring to your notice that the road work done in Kalina village (santacruz east) of putting Blocks on road has been a total failure. All the blocks put are not properly alligned, they have been put on the road unevenly hence causing inconvenience to all the people.
                    Is this not the BMC officials responsibility to check the roads have been done correctly or just pay the contractor and sit not checking the work done? The contractor seems to have no responsibilty of doing the work shabily he still gets the contract which is very sad for an Indian who is paying his hard earned money to pay the government.
                    Request you to take strict action against contractors not performing their jobs. I hope that the road will be done up again without the block's and concrete the same if there is no contractor who has the skill set to do the work.

                      I am the residence of Chembur Colony staying in chembur camp i want to complaint that there is sewage water coming out of the chamber from last 2 week and no action had been taken yet. The road going to old barrack opposite to ganesh mandir water is floating completely on the road so pls do some necessary action as there is School on the way hundreds of childrens are coming to school daily
                      exams of childrens is going it can efffect their health so pls take some action as sson as possible.

                        I am member in Hutatma Babu Genu Co-op. Hsg Society Ltd. last 14 years M/s Zodiac Developer Pvt. Ltd. work in SRA Scheme Development Project.

                        1. 190 members waiting when zodiac developers start the project.
                        2. some member go to other developer - Lokandwala Infrastructure Pvt. Ltd. Worli.
                        3. Lokhandwala Developers start the agreement between member without any NOC form Zodiac Developer.
                        4. Lokhandwala Developers submission the project in BMC SRA Scheme, BMC not given permission for development, because BMC grant permission to Zodiac Developers.
                        5. Zodiac Developers spent 14 years for paper work, all members thought Zodiac Developers actual construction building project spent also 14 years.
                        6. Zodiac Developers & Lokhandwala Infrastructure made joint venture for construction.
                        7.Lot of dispute in joint venture regarding profit ratio.

                        So Please all member requested to you, action on the developer and start the project as early as possible.

                          On October 27, 2009 I applied on the MCGM website for death certificates of my mother. My application number is [protected]. I made full payment (Rs 80 for the certificates, Rs 30 towards postal charges for MCGM to courier the certificates to me, and Rs 20 as bank charges). I got an online receipt for the same.

                          However, they have not sent me the certificates. When I filed a complaint on their website, they replied that I have not paid them the postal charges. They now claim that they have disposed off my complaint. My complaint number is [protected].

                          Please look into the matter. I have already paid them the full amount, and my bank account has been debited. How is it my fault if their systems are faulty and do not reflect the correct payment? I do not live in Mumbai and cannot visit any ward office to resolve this.

                            Hello,
                            I am residence off Patil Estate opp Bhatia Hospital, Mumbai facing a problem with water supply from last 6 to 8 months. Everyone in our colony is getting sufficent BMC water, but I including my 2 neighbors are facing a problem. We have informed BMC several time to check the pressure of water & also the pipe lines.
                            No one has turned up to take some pains & find the pipe lines to check the water pressure. Kindly do something for us.

                            I am a resident and a member of the Kandivli Shankar Coop . Housing Society, Shankar Enclave, Ashok Nagar, Kandivli ( East) and the water supply to our society is extremely insufficient. Our society residents are mostly retired Defence Services officers and the issue needs to be accorded top priority. We get BMC water from 1015 AM to 1200hrs in the morning which needs to be augmented by atleast one more hour to meet our bare minimum requirements. The water pressure is only 5 psi which should be at least 10psi.Further the colony being at the extreme end, the water flow through the pipelines become further reduced.
                            You are requested to take issue suitable instructions to the R ward and ensure that bare minimum supply to our Society.
                            Clare Road, Mirza Galib Marg, Byculla Mumbai area is suffering a lot as the entire water is contaminated pls inform us other then online where else we can lodge complaint as the entire water is dirty, black and smelling badly

                              WE WASTE WATER DAILY FOR 1 HOUR. NOT JUST MY FAMILY BUT 26 HOUSES IN MY BUILDING AND MANY MORE IN OUR LOCALITY.

                              We really dont want to do it but we have to.. coz we are getting dirty, stinking drainage water to drink for last 7 months. This affects our health. We complained about this to BMC so many time, but they are too busy to look in to such matter. govt is investing crores to save water, for plant to convert sea water to drinking water. We want to save water. Plz help us.

                              The reason for getting this drainage water is they have broken the pipelines in process of building sky walk. Plz take some action...

                              WE WASTE WATER DAILY FOR 2 HOUR IN MORNING AND EVENING FOR PAST 2 YEARS, WILL BE DOING IN FATURE. AS NO ONE HAS STOPED US TILL DATE.

                              We in our society building, after filling of our tank at the top of our tares, we let the water flow on our tares and let the water go to gutter. We are being doing this for a long time that is more then 2 years everyday, 2 hours in morning and 2 hours in evening. No one has guts to stop this thing from happening everyday. It is painful and I am ashamed of living in a society which wast OS much of water where people are buying water. Please do something about it as I can't.
                              This is to bring to the kind notice of the officer incharge of the water department of "S" ward Pratap Nagar, Bhandup West Mumbai - 400 078...that the people of this area waste a lot of water by pouring it on the road and also they wash their utensils, clothes on the road making it worse. In the morning from 5 - 10 'Oclock .....the condition of road is very bad and slippery. Many office goers slip and fall because of this.

                              We request the concerned officer to instruct the people of this area ( from Opp. Jain Temple to the road leading right down ) to do their washing inside their bathroom and not outside on the road. The residents of the road have blocked the zali on the gutter and have built verandah ( illegally ).

                              Please take strong action on the people , those who do not understand the importance of water.

                                  Our Building Address: 18 Laburnum Road, Dr. Dalal House, opp. Mani Bhavan, Gamdevi, Mumbai 400007.

                                  The Gutters in our compound are choked and the smelling dirty gutter water alongwith the waste is over-flowing causing serious health hazards to my family as we live on the ground floor of the building.

                                  This has been a re-occuring problem for several years as this building doesn't have a society and we are on living on the mercy of a rigid landlady.

                                  My daughter (13 years) has already fallen sick as the gutter water overflows and remains stagnent just outside our bedroom windows.

                                  You are requested to take immediate action and help us solve this gutter oveflowing problem which we are facing for many years.

                                  Also the stagnent dirty water breeds millons of mosquitoes which are enough to start an epidemic in our area.

                                  Kindly take up this matter seriously and firmly.

                                  this is to inform bmc of ps ward that there is always water logs and water ponds near the shop and also people cant walk on the road and this is always seen in rainy season and non of the bmc officers are taking interest to clean and solve the problem s when it rain the water get store and it remain for day and days and people and senior citizen and children and lady are not able to walk on the street of s.v. road near goregoan opp to vijaysales which is on the s.v.road of goregoan west if you come on rainy day or oher day it the same and when it rain it is next to impossible to walk on the road or on the footpath so i would like to inform you that please do some thing for people and for us to i am send snap of water logs opp my shop .in goregaon west and we have ps ward of goregaon which is just 2 min away from us but thereis no action been take i think so that people of bmc office are blind or they dont want to solve peoples problem
