National Highways Authority — hitnal toll gate irregularities. not working 1033 emergency number

I live neat hitnal toll plaza. Now from 1.12.19 we need to have compulsory fastag, agreed and bought it. But now they are insisting for local vehicles earlier charges were around rs 250.00. But they are insisting with showing any official letter and no person available.
I had visited for 05 times but no higher authorities available all the working times and they are very rude.
