National Highways Authority Of India [NHAI] — sivaya toll : wrong amount debited from my fastag account

Despite local resident of meerut, sivaya toll has debited my fastag account with rs.85. Nominal charges for local residents is rs.20. Required a refund for the difference amount or resolve the issue with some valid reason for debiting the account of local residents with rs.85.
It is very poor service render by sivaya toll in the name of fastag.
