National Payments Corporation of India [NPCI] — my money is deducted but no transaction is successful

I paid my electricity bills via samsung pay app my transactions for bills has been deducted but payments are not successful. I contacted them they asked me to call upi service via axis bank. Upi is saying transactions are successful but no in all transaction status refund i asked thy said contact your bank no body is helping me my bills are due n need help regarding

Today l racharge Vodafone mobile no.of 50 Rs. 50. RS. Debited in my account but recharge not done
Mobile banking services ke upayog se mere account se payment deducted hua hai but nexte wale parsan ko receive nhi hua so reversal my account payment
