National Payments Corporation of India [NPCI] — Refund not received after 21 days

Date: 31/12/21 amount debited but didnt reach merchant. They say they refunded it but it's been 21 days i havnet received the refund. Bank isnt helping in any way. I lodged a complaint in npci website but no response came. PLEASE LOOK INTO THE MATTER!!
