National Payments Corporation of India [NPCI] — reversal of amount transferred to wrong upi id

On 19th jan 2020, i have wrongly entered a upi id of a person named ankit holding a fraudulent account with upi id "[protected]@okaxis" and rs4999 has been debited from my upi account from my deutsche bank account created newly on 14th jan 2020

Immediately after seeing the message of debit i have reported to bank about this and requested to stop payment. Bank has denied my request for stop payment. Despite complaint to bank, bank is not even provided me beneficiary account details till now. It is almost a week and they have rejected my request for reversal saying that you have only entered the upi id. This is really ridiculous behavior from bank end and i am going through all kind mental torture and harassment from their end. They don't even bother for the amount went out from my account. Human mistake can happen and bank can not force and decide which is right and wrong account in entered by the customer.
This bank is foreign bank in india and they are highly irresponsible to get back the money from the fraudster account though they have confirmed it is fraudster account. If knowingly the can not bring revert back my money what responsibility are they taking as a bank?

If bank can not revert back money sent to wrong account, they should not provide service for upi or neft or imps. This bank has told me if by mistake any wrong account details entered and money is debited then customer only responsible for the loss. Please take necessary action to revert back money.
I kept on telling it's a wrong upi id to which the amount is credited but they are forcing me saying i only entered. If they can not track and get the money back from beneficiary account despite immediate reporting of the matter they have loop holes in providing basic banking facility and as a customer i should not be harassed due to that. I have the call recording as evidence to prove my innocence but bank has denied saying they don't want to hear at all.

Wrong upi id was "[protected]@okaxis" which needs to be immediately blocked as that belong to a fraudster team and they have been using in the of consumer complaints of india saying it's a goverment of india's consumer complaint upi id and cheating people who has registered complaint.
