Passport Office Bangalore — File closure: BN[protected]

My name is Krunal Mehta and I have applied for passport with file no BN[protected]. This was raised in June but I couldn't complete the verification due non availability in the applied place and state Vadodara Gujarat.
So I had reapplied and repaid for new application but they rejected saying you need to close the file.

As per grievance email below, i have attached a signed document as well but havnt received reply.
